‘My professor at Oxford, Vernon Bogdanor was fond of saying that the British constitution consists of 8 words “what the Queen enacts in Parliament is law.” So parliament can pass an EU treaty or constitution into law, or repeal it. my point is that it should not do so without a referendum if that treaty passes the power to make decisions from this country to the EU and it has not been explained fully in the governing party’s manifesto. Because we are talking about a constitution rather than a treaty, this applies in spades. Therefore, I don’t think we disagree.’
